Promotion, dependence, and counter-coup loyalty

Advancement for human and Jaffa personnel ties ambitious officers to the ruler, making the reformed force harder for another Goa'uld to seize intact.

Notes

Jaffa remain elite troops while the human army supplies the mass needed for routine and high-casualty operations. Giving both groups routes to higher status makes capable personnel want the new structure to survive. Because those positions and rewards depend on the ruler, institutional loyalty also becomes personal protection against replacement by another Goa'uld. The reform is therefore designed not only to field more force, but to make a coup or hostile takeover of the imperial system much harder.
