Why command at each level requires new training

Junior shipboard duties, senior command, and fleet leadership demand related experience but different professional education.

Notes

Officers first learn seamanship and junior leadership, then later retrain for ship command and strategic responsibility over formations. Each stage has related demands, but commanding a department, a ship, and a fleet are different enough to require fresh education. Experience at lower levels remains necessary because strategic commanders must understand what junior and senior shipboard officers are being asked to do. That operational grounding is why a navy cannot simply train a separate cadre for high command from the beginning.
