A priesthood as the empire's administrative base

The proposal treats the Goa'uld priesthood as the literate bureaucracy needed to administer a large empire, rather than expecting Jaffa warriors to fill that role.

Notes

The empire's scale implies a bureaucracy that the story rarely shows, but the Jaffa are not trained to supply it. They differ from warrior cultures such as the samurai, whose ideals also valued reading, writing, and administration. Historical medieval priesthoods supplied educated officials and promotion channels when secular governments lacked enough trained personnel. A Goa'uld priesthood could therefore identify capable people, keep records, administer worlds, and connect technical talent to imperial service.
