Chapter ยท 33:32-34:41

Naval presence shows power without provoking war

Presence ranges from routine contact and relief to carefully staged force displays that invite talks while making combat capability visible.

Notes

Naval presence includes a policeman walking the beat, a hospital ship arriving, disaster relief, regular port visits, and parties aboard warships. These repeated contacts make a navy familiar and approachable while reminding observers that hard power sits behind them. At times the fleet must display the 'big stick', but the display must communicate capability without triggering the conflict it is intended to deter. Presence therefore spans routine diplomatic contact and carefully staged coercion.
