Presence ships need diplomatic facilities alongside weapons

A ship's flag and access to a larger fleet create influence, but hosting spaces determine whether its crew can turn a visit into useful engagement.

Notes

A warship's presence value cannot be reduced to its largest weapon because the crew, flag, and wider fleet all travel with it politically. A Littoral Combat Ship can signal that larger United States Navy forces stand behind the visit, yet the class was not designed with all the facilities needed to host and display that presence well. The Type 31 design, by comparison, received close attention to galley space. Food, receptions, and usable engagement spaces are operational tools for naval diplomacy rather than decorative extras.
