A second-class protected cruiser did not need a dramatic battle record to justify its cost. The type offered more fighting credibility than a sloop or unprotected cruiser while remaining affordable in larger numbers than first-class ships. Individual vessels could police distant stations, sit in reserve, or reinforce a group facing surface raiders. Collectively they supplied the numerical strength needed for rapid wartime operations. The class therefore combined peacetime presence, mobilization depth, and force-multiplying value in a single economical design.
