What the preliminary Lend-Lease agreement required

The initial agreement exchanged American supplies for British assistance while postponing the final settlement and restricting transfers of matériel.

Notes

Labour leader Clement Attlee presents the preliminary agreement as deputy prime minister in Britain's wartime coalition government. American defense articles, services, and information could flow to Britain, while Britain promised reciprocal support and could not transfer supplied items without presidential consent. The preliminary text deliberately postponed the final valuation of what the United States would receive in return. Surviving equipment that remained useful to American or hemispheric defense might be returned after the emergency, while matériel destroyed, lost, or consumed in service would not be. The agreement also connected the eventual settlement to Atlantic Charter goals on production, employment, trade discrimination, tariff barriers, and wider participation by like-minded governments.
