The Anglo-American agreement linked aid to a postwar trade order

The preliminary agreement paired British reciprocal aid with commitments to reduce discrimination and trade barriers after the war.

Notes

Britain promised articles, services, facilities, and information it could supply in return for American aid. Surviving equipment could be returned after the emergency if the president considered it useful. The final settlement was not supposed to burden commerce between the two countries. Instead, the agreement tied Lend-Lease to Atlantic Charter goals for production, employment, consumption, lower trade barriers, and less discriminatory international commerce.
