Why long wars exhaust precision weapons

Libya, the Falklands, and Ukraine illustrate how quickly advanced munitions can be consumed and why war plans fail when they assume an opponent will give in promptly.

Notes

Britain and France ran short of specialized weapons over Libya and had to rely more heavily on conventional bombs. The same pattern appears in the Falklands and fighting in Ukraine, where high-end stocks can be expended faster than expected. The deeper planning problem is psychological: force structures and inventories often assume the enemy will concede within a forecast period. An opponent who continues fighting can turn a campaign into an industrial and logistical contest the original plan did not fund.
