Before 1869 the Third Naval Lord was not yet the Controller, so responsibility for Warrior passed through a board system rather than a single modern office. Alexander Milne, Henry Leeke, and Charles Eden occupied the Third Naval Lord post during important stages, while Isaac Watts and Thomas Lloyd supplied construction and engineering expertise. Baldwin Wake-Walker moved from Surveyor to Controller when those posts were combined in 1859. He is often credited with the decision to build a 40-gun frigate. Warrior's requirements passed through successive naval officers and technical specialists.
