Question

Is post-captain still a rank?

Short answer

No. The modern ranks given in the answer are lieutenant commander, commander, and captain.

Notes

Post-captain belongs to the historical terminology being discussed around advancement at sea. The modern sequence given in the answer is lieutenant commander, commander, and captain. Historical use of post-captain therefore needs to be distinguished from that later rank list.
