Polybius on constitution, evidence, and fortune

A critique of the book blurb opens a compact guide to Polybius's practical method and his explanation of Roman success.

Notes

The book blurb calls the war Rome's first encounter with Carthage, although centuries of earlier contact and occasional alliance preceded 264 BC. Polybius himself emphasised practical experience and critical assessment of evidence when writing political history. He associated Roman success with the republic's constitution and civic character without reducing events to institutions alone. Fortune still mattered, giving the account room for contingency rather than treating conquest as inevitable.
