How political turnover disrupted French naval policy

Rapid changes of ministers and cabinets made sustained force planning difficult even when senior naval officers served for several years.

Notes

Successive chiefs of naval staff worked within a political system in which ministers changed far more frequently than admirals. The period saw roughly thirty cabinets, with an estimated average life of only about eight months and ten days. Naval leaders therefore had to reconcile shifting political instructions with factions focused on Italy, Japan, a balanced fleet, or the surviving Jeune École tradition. Individual admirals could serve for several years while cycling through numerous ministers and even multiple presidents. Apparently stable presidencies did not produce consistent defence policy beneath them.
