Recruit the Polish diaspora for long-term force growth

A wider campaign among Polish communities and merchant sailors abroad could trade some immediate manpower for a much larger exile force later in the war.

Notes

Poland could have expanded recruitment among expatriates, especially in the United States, while interpreting eligibility inclusively. Recruiting teams could also visit ports around the world to locate Polish merchant sailors, potential volunteers, and merchant ships with a Polish connection. Sending experienced people on that mission would initially reduce the manpower available for frontline service. The tradeoff could still be worthwhile because a broader diaspora network promised a much larger personnel pool for the later war, addressing the exile navy's most restrictive bottleneck.
