Plawski learned small-ship command in the Imperial Russian Navy before joining the restored Polish state and helping create its naval institutions. His work included minesweepers, gunboats, submarines, specialist schooling, and command of the submarine flotilla, while he also raised Poland's flag during the ceremonial Wedding to the Sea. After the 1939 invasion he sought Allied aid, organized Polish naval service from exile, and rose to chief of staff. When the western Polish forces dissolved, he placed the navy's flag and banner in London rather than return them to communist-controlled Poland, linking destroyer command with the survival of an institution in exile.
