Question

Does the PLAN have systems comparable to Mulberry harbors?

Short answer

It has systems with a similar purpose, although they differ from Mulberry harbors and become visible, fixed targets once deployed.

Notes

The PLAN has vessels and systems with a purpose comparable to Mulberry harbors, although the designs differ. They could provide useful offloading capability. Once deployed, their position would be known and difficult to conceal. Their usefulness would come with exposure to attack.
