War Plan Orange anticipated a gradual American advance across the Pacific under repeated attack. Japan was expected to use cruisers, destroyers, and other forces in an attritional campaign before seeking a decisive battle nearer its home islands. American planners recognized that logic and designed the advancing battle fleet to endure repeated attacks. Montana belonged to the heavily protected anvil on which other American forces would help crush the Japanese fleet.
