What is the greatest strength of the People's Liberation Army Navy?

Mass: it fields large quantities of equipment that may be somewhat less capable individually but remains formidable in aggregate.

Mass is identified as the People's Liberation Army Navy's greatest strength. A rough judgement puts much of its equipment at around 80 to 85 percent of the capability of the most advanced Western equivalents. That individual shortfall does not make the equipment negligible when China fields it in large numbers. The operational problem comes from the aggregate of many capable-enough ships and systems rather than from a one-for-one comparison of the best platforms.
