A surviving Phillips reshapes ABDA command

Historically, the loss of Prince of Wales and Repulse also removed senior officers and staff needed to organize the naval war. In this timeline Phillips establishes a shore headquarters in Singapore and becomes a plausible leader for the maritime-centered ABDA structure. A British commander also avoids forcing Washington to supersede Douglas MacArthur after his early paralysis in the Philippines. Locating the commander inside the active theater avoids Archibald Wavell's historical disadvantage of trying to direct events from India. Phillips' decisiveness could complement Arthur Percival's planning ability by forcing timely choices while leaving detailed staff work to officers better suited to it.
