Percy Noble entered the Royal Navy in 1894 and served until 1945, giving him an unusually long span of experience. He served in HMS Hannibal at the beginning of the First World War and then in the Grand Fleet. Later commands included the cruisers HMS Calliope and HMS Calcutta and the battleship HMS Barham, while HMS Nelson also appears among his appointments. Noble then served as Director of Naval Equipment, commanded the Second Cruiser Squadron, and worked as Fourth Sea Lord. Those posts gave him technical knowledge alongside wartime command experience. Paired with Little, his biography explains why China Station admirals could inspect Japanese ships as expert observers rather than ceremonial visitors.
