After repair, Penelope returned to operations connected with the invasions of Sicily and Italy. She served with Force Q and took part in Operation Husky and Operation Avalanche, including bombardment work with Aurora and destroyers. She later worked alongside USS Brooklyn for bombardments near Formia in January 1944. Captain George Devereux Belben had taken command by her final operations and brought earlier destroyer experience to the cruiser.
