Penelope served with Force K, Force Q, and Force X during a busy wartime career. Her Force Q service ran from 1943 until she was sunk and included Operation Avalanche. Operation Stonewall added anti-blockade-runner duties, although her assignment to Force Q for that operation is recalled tentatively. She also took part in Operation Shingle, the assault on Anzio. These repeated assignments gave a small light cruiser a substantial operational workload.
