Relaxed Sunday routines were a recognizable weakness at Pearl Harbor. American officers exploited them in the 1932 exercise, and visiting British ships also noticed them. The criticism applies to both the Army and the Navy, including naval forces that identified the Army's vulnerability while sharing the same habit. An exercise was supposed to test wartime behaviour even while the country was at peace. Allowing the weakness to persist until 1941 supports an explanation based on complacency and failed institutional learning. Local commanders still bore responsibility for readiness even when other warning failures occurred in Washington.
