Patriotism alone will not retain naval personnel. Accepting the risk of military service does not mean accepting hungry families, substandard accommodation, or the routine loss of every major family event. Operational necessity may justify some absences, but repeated separation without a convincing reason damages the service relationship. Personnel policy is a practical bargain between national demands and the lives of sailors and their families.
