A possible Pascal refit fails the military-value test

French planners rejected a major overhaul because restoring an old cruiser would create engineering work without producing a worthwhile fighting unit.

Notes

Pascal returned to France in 1905 with a major overhaul under consideration. The navy expected the work to run into 1906, but concluded that the reconditioned ship's military value would be negligible. The decision avoided heavy spending merely to gain repair experience on a vessel with no viable modern role. Pascal was struck with several other old ships and eventually dismantled, making the decision an example of capability-based rather than sunk-cost thinking.
