The danger of preserving capability only on paper

When spending, cuts, and partnerships cannot reconcile requirements with resources, hollowing every capability preserves an impressive inventory but leaves no force ready for crisis.

Notes

Budget matching requires a political choice among paying more, trimming lower priorities, accepting reduced versions of necessary capabilities, or finding partners. Raising taxes and forming alliances are real options when all desired equipment cannot survive unchanged. The dishonest alternative is to hollow every capability while retaining the platform names and organizational labels. A force can then appear complete on paper even though shortages of people, support, stores, training, or readiness prevent it from acting. The failure may remain hidden until a crisis reveals that the nominal capability cannot be used. Procurement must fund complete, sustainable forces rather than protect the appearance of breadth.
