A faster, more numerous Panzerschiff

What would you build instead of the Panzerschiffe to meet the same political goal?

A faster class with three twin turrets and more ships would better serve the intended role.

The political and operational idea behind the Panzerschiff remains, but treaty compliance no longer controls the design. Three twin turrets, with two forward and one aft, would provide a more balanced six-gun layout than two triples. Additional machinery would push the ships beyond 30 knots and make their commerce-raiding freedom of movement more credible. Numbers matter as much as the individual design, so the proposed force contains at least six ships rather than a handful of compromised vessels.
