Chapter · 24:37-28:10

Panama as the campaign's strategic objective

A Caribbean squadron and control of Panama would give the British campaign a strong position against the United States while containing Germany.

Notes

The campaign treats geography as the driver of force allocation. A small German position can be blockaded, while Panama would shape the strategic balance against the United States. Forces based at Hamilton, New Zealand, and other regional ports are assessed for distinct missions. The player surveys battleships, cruisers, destroyers, submarines, mines, and bases rather than treating fleet power as one undifferentiated total.
