Why over-deck aircraft platforms remained experiments

Platforms added to existing warships tested takeoffs and landings, but sacrificed gun power for an aviation system whose information could not yet be delivered reliably.

Notes

Early navies pursued shipborne aircraft because reconnaissance promised operational value, rather than simply because flight was novel. Over-deck platforms let them test takeoffs, landings, and fleet observation without first building a dedicated carrier. The arrangement displaced useful guns while aircraft and wireless sets still struggled to deliver dependable information. Navies then converted older cruisers by surrendering guns or boats for canvas hangars, a transitional step toward dedicated seaplane carriers. These experiments taught navies how to operate aircraft at sea, but their opportunity cost kept them from becoming a durable operational solution.
