The Selborne-Fisher scheme created two years at Osborne before Britannia and extended officer education to four years. It brought engineering and executive cadets into a shared foundation so future commanders understood machinery and engineers could advance into command roles. Entry by panel viva replaced predictable written tests for which affluent candidates could be intensively crammed. In this interpretation, it was Fisher's most consequential reform because it increased both the size and professional depth of the officer corps needed for the world wars.
