Osa point defense reflects Soviet procurement limits

The Osa comparison cautions against treating rough Soviet and Western equivalents as identical and connects the original system's lower precision and lethality to different development institutions.

Notes

Osa was a point-defense system, but calling it the Soviet Sea Wolf or Sea Sparrow hides important differences. It remained dangerous to attacking aircraft, although its original 1970s and 1980s forms appear less precise and lethal than those Western comparators. Sea Wolf's reputation from the Falklands can also make the British system seem cleaner and more decisive than its record warrants. Soviet procurement and technological development produced different strengths and weaknesses, so a shared category does not establish equivalent performance.
