Chapter ยท 27:09-31:45

Orphan and prison ships create concentrated social risks

Separating vulnerable children and prisoners onto dedicated hulls adds protection, staffing, justice, and reintegration problems.

Notes

An orphan ship concentrates the fleet's vulnerable children aboard an undefended but exceptionally valuable vessel. Placing children with families or communities from similar backgrounds would distribute care and reduce opportunities for organized exploitation. A prison barge poses a different leadership dilemma: the fleet must decide whom it can reintegrate, how to manage dangerous prisoners, and whether it can spare an entire ship and crew to keep them isolated. Both vessels demonstrate how apparently efficient segregation can create new protection, staffing, and ethical burdens.
