A large OPV design can provide a starting point for a new wartime ship. The derivative could be enlarged and given more internal subdivision before its weapons are incorporated. Producing it relatively quickly depends on shipyard facilities and supporting arrangements already being ready. Existing patrol hulls are more tightly constrained by the peacetime role around which they were built, so a useful design does not establish that the ships already afloat can be converted just as readily.
