An OPV can signal controlled escalation

A patrol vessel or sloop can be a deliberate low-end naval signal when the target understands a stronger force could follow.

Notes

An offshore patrol vessel or sloop shows how naval presence can communicate both restraint and threat. Against a much smaller opponent, a modest ship may be enough to observe, report, and deliver a warning. Calling the deployment a calculated insult emphasizes the asymmetry: the larger power signals that it does not yet need to send a major combatant. The coercive message is that ignoring the patrol vessel will bring a much stronger follow-on force. This form of conflict management depends more on the ship's place on an understood escalation ladder than on its immediate firepower.
