Penelope took part in Operation EJ, a comparatively little-known air attack on German shipping at Glomfjord. The attack achieved some success and caused the Germans considerable concern. Her Norwegian service also included work with the Tribal-class destroyer HMS Eskimo. Penelope needed a tow clear of a fjord and extensive rebuilding of her bottom, damage she survived before continuing her wartime career.
