Onishi is presented in some accounts as an originator or early proposer of the Pearl Harbor concept. His subsequent assignment was to gather the information the operation required. After assembling it, he became strongly opposed to the plan and moved to command the Eleventh Air Fleet. Yamamoto, as commander-in-chief of the Combined Fleet, threatened to resign to obtain permission to develop the operation. The sequence shows that involvement in a plan's origins did not mean agreement with its eventual adoption.
