Omaha as an institutional design warning

The Omaha class shows how a sound ship can still embody avoidable compromises imposed by the organization that designed it.

Notes

The closing design judgment distinguishes operational worth from procurement quality. Omaha could serve well, yet the Navy already possessed the twin-turret technology needed for a more capable arrangement at little additional cost. The development expense for the turret had already been paid, so the casemate-heavy battery was not an unavoidable economy. Omaha shows how institutional choices can leave a sound ship with avoidable design weaknesses even when a practical alternative is available.
