Unicorn served in central Glasgow as a place where reservists could drill, maintain skills, and remain connected to the Royal Navy. Old hulls provided recruiting and training space in a recognisably naval environment without requiring new buildings ashore. HMS Victory and other stationary ships also mounted anti-aircraft weapons during wartime, but their larger contribution was institutional rather than tactical. They supplied the physical space needed to recruit and train the personnel who made fleet expansion possible. Such ships acted as force multipliers even though they were no longer fleet combatants.
