Nuclear endurance can restrict naval diplomacy

A nuclear-powered cruiser gains range and independence, but port restrictions can limit the visible presence that makes a capital ship politically useful.

Notes

The Soviet and Russian battlecruiser Peter Velikiy sets operational independence against diplomatic access. Nuclear propulsion permits long-range movement, yet concern about nuclear-powered ships can exclude a vessel from ports where a conventional visitor could show the flag. The same restriction can affect American nuclear carriers even when a close ally would otherwise welcome the visit. Peter Velikiy therefore provides substantial presence without requiring Russia to sustain the still more complicated carrier capability.
