Nuclear cruisers raised the stakes of naval presence

American nuclear cruisers and Soviet deployments competed for prestige and influence among newly independent states.

Notes

A cruiser already carried diplomatic weight, and a nuclear-powered cruiser let the United States visibly outbid a conventional Soviet visit in technological prestige. Soviet presence missions formed part of an effort to shape the peace and market Moscow as anti-imperialist. That message had advantages among former colonies because the United States remained allied with several former colonial powers. Naval presence was therefore a contest over political identity and alignment as well as a sequence of port calls.
