The German attack succeeded against a state whose government had not converted warning into military readiness. Denmark's invasion should have triggered immediate Norwegian mobilization and alert orders. Even basic preparation could have made the invasion far harder, so the victory owed much to Norwegian governmental inaction. Quisling's supposed popular support also looks doubtful in the account of the resistance and disbelief he met from Oslo's police leadership. Norway possessed forces, but its government failed to alert them or give them the authority to act.
