Why the German Norwegian campaign depended on luck

Germany's rapid success in Norway is presented as contingent on Norwegian governmental paralysis rather than proof of a flawlessly executed invasion.

Notes

The Norwegian campaign does not fit a simple description as brilliant. The German operation accepted severe risks that a faster, more coherent Norwegian political and military response could have exploited. Governmental delay and ineffective action allowed those risks to pay off instead. Calling the result lucky does not erase German initiative, but it restores the defender's missed opportunities to the explanation. A successful outcome does not prove that the plan was robust against competent opposition.
