Calling up reserves for training as a way to avoid declaring mobilization

A proposed training call-up could have assembled Norwegian reserves while avoiding the political language of mobilization.

Notes

Calling reserves together for training is proposed as a way to improve readiness without announcing formal mobilization. Poland supplies the proposed precedent. After Denmark's invasion, Norway could have described the call-up as precautionary training in case the war spread. This is a suggested alternative to Norway's response, rather than a claim that Norway used it.
