Why Norway matters more than its military size

The scenario starts from Norway's geography: control of the country changes access to the North Sea, Sweden, the Atlantic, and the northern approaches to Britain.

Notes

A failed German invasion would have effects far beyond the initial landings. Norway matters because it lies beside the sea routes, air routes, and neighbouring states that shape Germany's wider war. Germany needs both Norway and France to make its broader maritime position viable; taking France alone still leaves the North Sea exits exposed. Keeping France in the war would require enormous political and military changes, while Norway can shape the conflict through geography alone. A Norway that remains an armed neutral differs sharply from one in which German troops have landed and killed Norwegians, making continued neutrality politically implausible. Neutral trade and internment law offer Britain indirect advantages, while a belligerent Norway can actively provide bases, escorts, and supply routes.
