Chapter · 7:39-9:01

Norway's readiness gap before the invasion

Norway's immediate remedies are continuous exercises, clear rules of engagement, full alert, and maximum readiness for the ships already available.

Notes

Norway lacks both ships and recent operational training while a major-power war unfolds on its doorstep. Years of inactivity and weak institutional support have left officers and crews insufficiently worked up. The Altmark incident and other violations of neutrality should have prompted continual exercises, clearer rules of engagement, and a full alert posture. Every available ship needed to be sharp, supported, and ready for immediate action. In this case, institutional readiness matters more than an acquisition program that cannot deliver in time.
