Norfolk served with the Home Fleet until 1932, then spent two years operating from the Royal Navy Dockyard in Bermuda. She cruised through the Americas both independently and with other ships, a pattern suited to dispersed peacetime presence. During the Cristero War she visited Mexico to ensure that British interests received attention, an example of a cruiser supporting diplomacy without a major fleet action. From 1935 to 1939 she served under the Commander-in-Chief, East Indies, returning home for a refit shortly before war began.
