How Nimitz guarded against another intelligence failure

Nimitz retained Kimmel's staff and demanded complete intelligence, treating Washington's information controls as a danger his headquarters had to monitor.

Notes

Chester Nimitz did not purge Husband Kimmel's staff when he took over the Pacific Fleet because he did not regard them as the cause of the Pearl Harbor failure. Nimitz instead required his intelligence organization to keep him fully informed. That organization had to assess Japanese activity while also watching whether Washington might withhold relevant material. His order reflects the extra burden placed on a field commander who cannot rely on the government to share its complete intelligence picture.
