Neutral ports become a strategic problem for surface raiders

A distant surface raider depends on neutral access for refuge or repairs, yet entering port can expose it to waiting Royal Navy forces.

Notes

German surface raiders operating far from home bases have little regional support. A merchant vessel can bring limited assistance, but it is a fragile substitute for an established base network. Neutral harbors may be the only places to seek refuge, rest, or repairs after damage. Entering one also reveals the raider's position and gives the Royal Navy time to gather outside. Neutral-port access is therefore an emergency option rather than a dependable sanctuary.
