The charter preceded America's formal entry into the war

The August 1941 declaration aligned Britain and the still-neutral United States months before Pearl Harbor and the Axis declarations of war.

Notes

The Atlantic Charter appeared in August 1941 while the United States was still formally neutral. Roosevelt met Churchill and helped set common principles months before Pearl Harbor. In the lecture's interpretation, the declaration reinforced Hitler's expectation of an eventual war with the United States. Germany and Italy nevertheless waited until 11 December 1941 to declare war. The chronology separates growing Anglo-American alignment from the later legal state of war.
