The cruiser debate behind the Neptune class

The unbuilt Neptune class opens a wider Royal Navy argument: money mattered, but choosing what kind of cruiser force to buy mattered just as much.

Notes

The Neptune class was never properly laid down, yet the arguments that stopped it also helped produce the Daring-class destroyers. Cost mattered, but the Royal Navy's deeper problem was failing to choose a cruiser philosophy while money was available. Once agreement slipped, funds could be directed elsewhere before any ships were built. The opening sets out the central choice among large adaptable cruisers, smaller ships for wider presence, and specialist escorts.
